Encrypted Letter
Found in a book on ciphers
This letter, consisting mostly of numbers, was sent by an Indian conspirator to a co-conspirator in Germany. The writer used a book, entitled “Germany and the Germans,” as his source and enciphered the letters of his plaintext according to the page, line and position of the letter in that line.
